non-jupas question

i applied mkt and china business before..
i put mkt as 1st choice and china business as 2nd choice..
and recently i got china business offer
but after some days, the status of mkt in the apllication system change from under review to "on waiting list"..
is it still chance to get mkt offer??
but someone said one department won't give the applicant two offers, right??
