The United States Government does not refund sales tax to foreign visitors.

There is no such thing as sales tax refund in USA. Under some situations, you can exempt from paying sales tax when you make a purchase. For example, you don't have to pay sales tax in California if you can show that the purchase will be used outside of Calif. I don't have the details about this but I assume most of the purchases that travelers made will not qualify.
