是僱主全部賠足? 還是保險?

Surely you can sue the taxi driver (and his employer if he was employed) in addition to your 工傷賠償.
If the taxi driver was already found guilty of careless driving, then you have a pretty good case.
(工傷 is of course from his own 僱主's insurer)
