You just got unlucky. Nothing you could do. Better to raise pre-flop and then push on the flop. Playing short stack needs more skill. You need to learn how to compensate for it given the better odds your opponents get in drawing.
Pushing 20 BB with JQs is just dumb. What do you think you will get called by? You got lucky. That ain't skill. Making the right play is skill, winning since you got lucky is just luck. Don't see how you can play like this and be a winning player in the long run. FWIW, I think best to limp in and try to see a flop cheaply. You can flop huge but if you don't, can always get away. Key here for me is controlling size of pot. Assuming you are playing for some time, 20BB simply doesn't allow one to raise and play position (unless you are rebuying back to 20BB frequently). Definitely disagree...you might want to see a cheap flop in the cut-off or button, but to open-raise with JQ is akin to giving money away when you have a short stack.
Its highly unlikely that you will get the blinds to call with a worse hand, and once they called, its also unlikely that you will be able to get rid of them if they have anything. Also, what do you do to a reraise? The risk and return ratio is just not there when you have a short stack and JQ.
If anything, short stack cash games are the most easy to play, IF you play it right. Just remember not to try anything fancy (you haven't got the chips to do so), bet strongly with premium hands preflop, and dump everything else.
