Easiest way is from the color (though not always correct)....
Purple - too young, not ready
Ruby - ready, but will improve
Garnet - at peak, drink soon
Tawny - declining
You can tell from the palate if this is an aged wine, but very difficult to tell (for an aged wine) if it is still on the way up or going down.
